Technical yes, but you would have to really annoy a copper to get a ticket for these. I used them in the City all last winter on my commute and didn't get my collar felt.
Total crap and don't last long. nor are they water proof.

They're very hit and miss if they'll work or not, if you order some, make sure to get 6 because unless you're very lucky, you'll most likely only get 1 or 2 that work properly, I ordered about 12 and only got 3 that worked.
Saying that, when I cycle 20+ miles in the winter nights, they're brilliant and keep you very safe on roads as you can be seen miles away! I've seen a lot of grown men using these lights on their bikes and no they're NOT illegal on bicycles at all, I know personally because I've cycled past hundreds of police cars/bikes using these lights and while it grabs their attention, they've never flagged me down at all.
