Don't know how my deal turned into a discussion on Korean monitors but hey-ho.
Here was my experience, back in the day the QNIX QX2710 was the one to get as it overclocked well and didn't cost the planet. Now the QNIX has fallen in quality drastically and the Crossover 2795QHD is the one to go for.
I didn't order pixel perfect and got a monitor without stuck pixels and almost non existant backlight bleed.
I used the seller accessorieswhole, however dream-seller are also highly rated. They will often ask permission to lower the marked value of the monitor to reduce costs to themselves and you, up to you whether you want to do it.
To avoid import charges, ask for the following to be written in big letters on the outer packaging:
"EU TARIC 8528593100 APPLICABLE"
You can see what this means here. You'll still be charged VAT at 20%.

I paid around £200 three years ago for my 27" 1440p, still rocking it. Have added two screens more from that seller since.

Yep. Brands like QNIX that are built for the Korean market but are shipped here very cheaply.
EDIT: Just had a look, it appears what you're after doesn't exist yet. 21.5 inch is quite small for a 4K display.

4K at 21.5" would be absolutely pointless.
If you're gaming you'll need to spend another ~£500 on a 980Ti and all for something that will be pretty much indistinguishable between 1440p + AA on a similar size monitor. And if using it for design work the screen would be far too small.

Well it's Apple. They haven't been a truly innovative company for years.... the 4k 21.5" iMac exists because they know they can slap a silly figure on and people will pay it.
I just think from your average monitor viewing distance a 4K monitor on a 21.5" screen won't justify the huge premium you'd pay (we'd probably be looking at £600+ if a monitor existed) for something you'd need to be right up against to notice difference IMO.
but it is 'matte' & I like the look of 'gloss' (the imacs have 'gloss' & an anti reflective coating).

the point about 4k on a small monitor is pixel doubling, everything looks incredibly sharp. I have a 15" 4k inspiron that I run at 200% and people always take note of how nice the display is.

gloss, and it isn't the brightest as reviews note. get 4-6 hours screen on time web browsing,.watching videos and taking/reading notes which is OK given the screen.

You'd be better off going for the 2K 24" Dell P2416D @ £187.76 (Dabs), but then 24" may be a bit big and has a matte screen
