I seen this instore today when I went in, I think it was this anyway.. it was Packard Bell quad core.

Would upgrade graphics but other than that a cracking little machine!

these come with a 250w PSU from the info i can gather. any graphics upgrades might not be that easy.

A passively cooled ATI HD 3400 would work well...

VGA only? Wow - if that's the case it's cold from me. You'd not be able to upgrade to playing blu rays later without a new gfx card (as well as the drive obv). It seems quite amiss for a system to be analogue only nowadays. Shame - great otherwise (although I had a packard bell and the PSU burnt out).
