Okay so i've figured this out. The game i have played previously was 'bought' on my sons xbox gamertag but used on the same console. So when i log in as my own one the DLC appears as free even though i have logged time playing the game. I would suggest if you are desperate for this DLC try using another xbox tag which hasnt downloaded the free main game.

I've not had World of Tanks, nor have I got it installed on my Xbox one. But I was able to claim both the free starter packs; Dunkirk and Hornet off the Microsoft website.

Not available for me either, I think perhaps if you already have World of Tanks (or possibly another starter edition that was previously free for Gold members or something) then you cannot 'purchase' this. I could be wrong though.
