Not sure bud, more than likely. I've just seen it pop up on Reddit. I didn't own it and haven't claimed it so I genuinely don't know. As a heads up, it seems to be free on Steam , too. Although that doesn't seem to be the complete thing? I could be wrong.
Edit: Looking at reviews on Gog, it looks like it was chargeable at some point.
"As a huge fan of most of the games that were release with the Build Engine, this one was always one of my favourites. I don't know how many games have tried to do first person swords/fists with effectiveness, but I've always found this one is the best. It's funny, well designed and just good. If you love Duke Nukem, and always had a soft spot in your heart for its peers in on the build engine, you'll have a great time with this. The fact that it includes the expansions for only $6? Great stuff."

Actually. It seems the free version on Steam doesn't include the expansions Wanton Destruction and Twin Dragon. So I think this is that version with the two expansions chucked in.

Having a look around, it seems you are correct. It seems to have been free for quite some time on Gog. It's totally passed by my radar completely excited
Still, I've added it to the none played library.
