The works of an author is protected by copyright after their death for 70 years, as E. F. Benson died in 1940 then you would not be breaking copyright laws by downloading it for free elsewhere.
This Canadian public domain site has the book [here] for free download in a variety of formats, and thankfully not one of them in AZW format, although for Kindle owners that cannot read epub without conversion it is available in mobi format.
