yep already posted but can confirm free for PAYG , bought the Huawei P9 Lite on the EE deal on here, did the online form but it did not go thru , rang customer services and worked fine , takes a while tho , up to ten days, mine came in seven...

if you are in contract or a small Business customer the charge to unlock your device will be £8.99. This charge will be applied to your account once the unlocking code has been provided and will show on your next bill.
