New video calling app from Google has been released. It does not require any additional configurations, it just works based on the phone number. Quality seems to be very good. Hope it gets integrated with Android ni the future so we could directly video call straight from contacts.

Facetime is Apple priority Software/Hardware right?.
Being a form of 'Cross-Platform' App, it's therefore not restricted to just 1 priority Product/Hardware or whatever?, and in so doing, it therefore makes it a little bit more accessible to everyone. :-)

but after verification will it also work on WiFi Tablet,
if not what will work on WiFi and is not Facebook Skype, Line ,
I want to use it as a security camera and maybe a front dor "video doorbell"

Try We Chat then?, that's free video too, via either Telephone Number, OR We Chat I.D. :-)
I would have suggested Tango to you, but that's mainly via Telephone Number only ...

no idea why they didn't build this into the hangouts app which already does vid calls. and the idea of being able to see the caller before picking up is so dumb. I don't want the person im calling to know ive got my moobs out.

That feature is called 'Knock Knock', you can easily turn it off in the settings.

Used it today. My dad had a poor connection so hangouts had no video and voice was choppy. Duo had video (although was pixelated maybe 10% of the time) and audio with no drops. I only used Hangouts for video so have already uninstalled it.
