That's a New 3DS game. New 3ds games don't work on 3ds either, they only work on New 3ds!

To date, only one game is exclusive to the New 3DS - Xenoblade Chronicles. Every other 3DS game that has been released will work on any 2DS or 3DS system.

It's barely a game. Free stuff doesn't always mean good stuff. Ninty dropped the ball in regards to the Metroid franchise quite a while ago.

All 3DS games work on 2DS. Xenoblade Chronicles is New3DS so won't work on 3DS either.

The question is valid, not all 3ds games work on 2ds, for example Xenoblade Chronicles don't.
