Why do you presume they mean "around" 18 / 19 years old in full time education? it clearly says "aged 2 - 18+". Am I missing something?

Doesn't that read as anyone over 2 years old? Confusing coming from a from a programme aimed to educate.
I presume they mean "around" 18 / 19 years old in full time education.
