Scarborough and Whitby were free last year close to Christmas, but it wasn't advertised at the actual car parks (funny that) and we only found out about it when a kind person told us. The local paper had an article about it which is here

I thought I'd try and help with my nearest shopping town - Romford. Unfortunately, all I could find was this note from 2012 (I'm guessing nothing has changed since then!) I find I want to go into full Panto mode and boo & hiss...
The proposal, made at Havering’s full council meeting last Wednesday (September 19), came from the Residents’ Association (RA). The RA wanted all council-managed car parks to waive car parking costs for the first two hours of every car park stay in the two weekends leading up to Christmas, and from Christmas Eve until New Year’s Day inclusive.
Twelve councillors supported the motion, while 26 voted against it and four abstained.

Because car parks cost money to run and companies like NCP rather like to make profits for their shareholders instead of losses.
But in the case of local authorities, which is what we're talking about here, they need to make profits to cover the money taken away from them by the Conservatives. If they don't cover the lost money on car parks they'll have to find it somewhere else - where? Or cut yet more services - which?

Northampton Borough Council’s new “Free from Three” parking offer starts tomorrow in time for the Christmas Lights switch on and opening of the German market.
Christmas shoppers can park for free in all council car parks after 3pm on every Thursday up to 24 December.
And visitors can also park for free in ALL Borough Council car parks on Saturdays from 21 November to 26 December. There will also be free parking in all Borough Council car parks on all Christmas and New Year holidays.
This is in addition to the great free parking offers already available in Northampton: you can park free of charge for up to two hours in all Borough Council multi-storey car parks, and Saturdays are free in the multi-storey car parks all year round.

The proposal, made at Havering’s full council meeting last Wednesday (September 19), came from the Residents’ Association (RA). The RA wanted all council-managed car parks to waive car parking costs for the first two hours of every car park stay in the two weekends leading up to Christmas, and from Christmas Eve until New Year’s Day inclusive.
Twelve councillors supported the motion, while 26 voted against it and four abstained.

South Bucks District Council has agreed to allow free parking on the two Saturdays before Christmas, December 12 and December 19, in all its car parks

East Staffordshire Borough Council is offering free evening parking in all of its town car parks in the run-up to Christmas.
The scheme will run every Thursday evening from November 26 from 5pm.
Visitors to the Christmas lights switch-on on November 22 will also enjoy free parking from 6am to midnight
As Christmas draws near, it will be also extended for three nights from Monday, December 21 from 5pm.
