In the 360 days. Due to the xbox one being region free they seem to let it slide.
The issue was on the 360, you were hard changing your account region - they used to ban people who bought games from other regions with money. You're free to "buy" from whatever region you're like on the One.

Use your phone, go to Xbox website, scroll to bottom, choose India, go to buy game, it should send you to Microsoft store, make sure you're still on India from bottom of page, select buy game, get it free.
