Have posted a screenshot of the email I received below. Email arrived at 00:08 this morning. Used the discount pretty much straightaway. Also had confirmation email to say the £5.00 had been saved to my account. Automatically applied when I paid by PayPal.
Keep looking for for email as I guess may not all be sent at same time. Although I did say Account specific so it's possible that not every one will get this.
No no idea about whether new accounts will get this either.

Cold as it’s Paypal. For as long as I live I’ll never use PayPal for the way they treat customers.

I'm sure I'll be in the minority but I actually find Paypal pretty good to deal with, much better than eBay at any rate as you are actually talking to a real person rather than a robot on an teleprompter as it can feel like too often with eBay  The key as with many companies is to find the right department, usually going via the complaints or retentions department gets biggest results and this usually ensures that you get connected to a proper UK call centre as I have NEVER found the foreign call centres able to help for anything (across all companies I have dealt with not just Paypal).
Lastly, don't always be willing to take the first answer you get, one advisor saying 'no' doesn't mean that the next won't say 'yes' it very much depends who you speak to as well....

You’re one of the lucky ones it seems!!! I’ve been treated like **** by both eBay and PayPal when it comes to buyers scamming me. Tried all departments multiple times and they never seemed to want to help me. I buy all my goods from other sites and use my card.
Its a a shame because if they were helpful I’d still use them

I Second that! Some time ago I had an eye opening experience on eBay. I bought an Amazon gift card (or in a reality - thin air), seller sent me obviously fake code. After some message exchange seller told me to try my luck in a resolution center. So I opened the case against him, contacted eBay CS, explained them what happened and asked them to look on a message exchange, they didn't care at the slightest as such purchase is not covered by their "money back guarantee", so they advised me to wait til decision is made on the case or to contact the police, even though I had a confirmation email from Amazon CS stating that such code is not valid. Believe it or not, but just because the seller sent me some kind of code looking message, I lost the case instantly. Eventually I contacted PayPal and their CS within a minutes moved the money from the seller in to their own account and requested the proof that I have benefited from the code he sent me or to send a legit code. Seller did not reply within 2 weeks so I automatically won the case and got my money back. PayPal CS is top notch - British people who actually listen, look in to the matter and sort it.

Heat from me even though I won't get it. Never ceases to amaze me how people moan about this stuff.
Of course they're going to target rarely used accounts, it's an incentive designed to get people using Paypal, not a bloody Christmas present. It's not rocket science.
Either way if you are upset and can be bothered, try getting on a livechat to paypal, they'll sometimes give you the £5 credit even if the offer didn't apply. Just pretend to be upset about something or another.

The concept of rewarding loyal customers (I'm not talking shoppers, I'm talking people who pay their fair share of extortionate PayPal and eBay fees on a monthly basis) is something you've obviously never considered. It makes them happy and keeps them loyal. Both parties benefit in the long term.
So who are they targeting? By the looks of the people here it's folk with multiple accounts for goodness knows what reason who aren't be lured back, they're simply gaining the benefit of registering themselves more than once on PayPal.

It's probably got a lot to do with the way they have worded the email. It's like you being in your local ordering a pint and some random guy pops up behind you (some guy you've never seen) and gets served first and gets a free bag of pork scratchings.
Edit: I'm sure you wouldn't get sniffy about that either. It's a known fact, treating people unequal causes problems.
