Don't bother with topcashback I did the same deal waited months only to have it turned down by them total con. Wife just did this deal via quidco and was paid out almost straight away. So would recommend avoiding topcashback and go via quidco

Set my FIL up with this a few weeks ago, he gets 4g signal but webpages and ebay etc take ages to load and his signal randomly switches from E-through to 4g when he's sat still, but maybe it's his phone (xiaomi note4)

As far as I know Three don't have 'E as a signal option/strength, it's either 3G or 4G or nothing.

E is 2.5G/Edge - try set the phone to 3&4Gonly - the only place I know OrangEE access was allowed now was Wales, and that was a few years ago. It may be trying to connect to 2G EE so defo lock out 2G, if it can't be done in the handset search for a app in App Store. If he had a good 3G signal switch it to 3G only as 4G runs batteries down really quickly.

im on THREE and this is a cracking deal but unfortunately the 4g for me in North London is really bad signal and even worse when I move in 3 weeks in Hertfordshire. Shame as I can't find a better deal with EE so voted hot hot hot.

So topcashback pay out £10 for what? signing up?.
If you're getting a deal through a cashback site, the cashback site doesn't pay you out. The company which you bought the goods from pays the cashback site. Then the cashback site pays the consumer.
Unless im totally missing something here.
In Three's case, you'll be extremely lucky to get paid out regardless of topcashback or quidco.
