Neither, well, it's DLC they are saying isn't DLC. It's a standalone game within the same levels presumably, it will probably not be full game length

Right. They'd have probably attached it to Dishonored 2 as DLC had DH2 sold better, but offering it standalone will potentially open up the expansion to more people.
