So the developer makes a new IP with different mechanics and you call it a clone. Yet Call of Duty and Assassin's Creed are pretty much the same every year but that's not for suckers?

Reviews are a good guide, especially when averaged, and definitely useful for comparing two similar games in the same genre.
Also I've seen someone beat Surge on a stream, and his opinion was that the game was about as good as LotF, i.e. alright but not great. The game has few bosses and lacks varied environments. Personally I'd pay £10-15 for it.
