Is anyone else having an error message when trying to purchase?
My plus has lapsed now and definitely no longer active. Getting an error message stating:
You are not able to purchase this product for the following reason:
You already own the product (PS Plus)
Even though mine has expired :S

Use another browser - so if using Chrome, use IE or vice versa. Or log out of the PSN website and then delete all of the cookies from the browser that you are using.
