Nothing to do with freshness. If the fish contains parasites capable of harming us, they're already there when it's caught.
In the UK any sushi made with raw fish (and most sushi isn't - it doesn't even need to have fish in to be sushi) is made with fish which has been frozen for 48 hours. This kills any parasitic nematodes in it.

I bought some of this and it wasn't cooked properly. Very raw in the middle. Raw fish can give you worms
