Originally played J&D on PS2. Is this a proper PS4 remaster (better than PS3 version) of J&D because I played the PS3 remaster quite recently.

These are based on the PS2 versions, not the PS3 "HD" versions; however, given the omission of certain graphical effects from the PS3 versions, these will probably end up being superior - though quite possibly not sufficiently so to justify replaying if you've done so recently.

Is pre-ordering this game the only way I can play Jak and Daxter?
Not really fussed on uncharted but would love to have Jak and Daxter
Duration-wise, this comes in at roughly 10 hours of game play.
