Looks like they are trying to get rid of some old bits of turf. A bit tatty, and not much of it, but it's free. There was a second pile about the same as this further along.
If you combine this with a well know brand of washing powder you can make yourself a nice meal. Doesn't sound very appetising to me, but I've seen it on restaurant menus.
