If the listing and actual item delivered are different then you can always return free of charge. Also log a complain with eBay as listing varys to actual product. I can't confirm either way for you until I receive the item.
I've had my Dyson dc08 cylinder for around 12 years now and it has been faultless.
I recently discovered there is a hidden filter as well as the one you need to wash, which was really grubby, so ordered both. I took it all to bits (thanks youtube), washed and dried all the casing, and tubes (cyclones?), replaced the filters and it's back to lifting my carpets off the floor.

Either just returns or the culture of if it's slightly broken get a replacement and don't bother to try and fix it.

Mine hasn't, so I can't say, but I did find out that almost all the parts are available should you need them, so they seem easy to repair.
I sound like a salesman here, but I'm not. If I needed a new one, I wouldn't hesitate to get another, but not at full price. I think I would take advantage of the OP's find.

In terms of cleaning power, are the uprights better because of their rotating heads?

I'd also like to know this, in terms of "air watts" (ugh) the cylinders seem better. I got my DC54 cinetic for that reason but do wonder whether the uprights are better at cleaning.
