The 13amps will be the total load i.e. not four 13 amp outlets. More than enough for most needs.

Be aware that generally you can only use the full amps rating when fully unwound. When wound, it will tend to overheat (not quite sure why, probably due to induction) if used at max rating. Looks like this has an overheat sensor (the red button to reset) which is certainly better than it catching fire.

Yes, make sure you unwind it if you are approaching maximum capacity. It is because having the cable in close proximity to itself does not allow the heat to dissipate, and clearly this cable is made to a price point, which means it will get warm.
And remember that this cable does not have a residual current device, so it should not be used outside. Do not use it with a lawn mower - that is outright dangerous.

There appears to be one cheaper option (by a whole 19p) which only has two sockets instead of four. Or am I missing a bunch?
Looks like the reason they overheat when coiled is not down to self-induction or anything clever like that, but simply that the wires get hold from their internal resistance and when they're coiled up there's nowhere for that heat to escape to. Somehow I feel very disappointed by such a low-tech answer.
