That's not the case for all companies to be honest, but I couldn't speak for Vodafone.
For example, I recently transferred my ISA and am currently awaiting a significant cashback amount, and the receiving ISA manager's service team knew everything about it.
Also the same when I previously used it for Nike.

No no, I know Vodafone pay for the referral, but what I was trying to say was that those in customer services at Vodafone would have no idea of the TCB offering...

Why aren't these deals available through the 3 website?
My contract is up for renewal so I just rang and asked to be switched to the 8GB for £12 offer but they wouldn't let me, so I've instead ended up with my PAC code. Very odd experience and not like "Retentions" used to be a few years ago.

Well, you did mention that you contacted Vodafone about the exclusive cashback deal from TCB? What I'm saying is that Vodafone wouldn't know about any exclusive cashback deal that TCB would be offering.

I was on a recently-expired 12 months @ £22 a month contract, I just phoned them up (333), specified that I wanted to upgrade, told them this exact plan and all done in about 10 minutes on the phone. Doesn't seem to be a way to do it online or get the cashback though.

Hopefully this will work for you but I would say be careful of topcasback exclusives. They had one for Vodafone which I applied for. Vodafone said that no such deal existed and when I went back to topcashback they blamed Vodafone, removed deal from their site with apology.

TopCashBack have got nothing to do with Vodafone directly. Vodafone would not know anything about cashback available via TCB. It's a completely different set up. If the cashback is showing as available on TCB, then it is available, but onviously don't expect it to be guaranteed (as is the case with all cashback claims).
