The differences are pretty marginal in this price bracket. Personally I prefer 26" wheeled bikes as they encourage me to lean forward more.
There's no getting away from the fact that three speed is a problem in hilly areas, which limits the versilitity of the bike. Not to say that these bikes don't have a place mind. Then again, having a range of gears aids acceleration.

Completely different bikes. 26" wheels vs 700c. Steel vs Alloy. 3 speed Sturmey Archer vs Shimano 21 speed.
I wouldn't choose the Decathlon as a city bike.

If I'm not mistaken there is a mountain bike in Decathlon for less than this at the moment. Or at least there was when I was there this afternoon.
Here you go. Personally I would pay a little more but 119.99 is a good price for a mountain bike.
So big difference is the steel frame but the fearing is obviously a lot better for weightier people who live in hilly areas.

If the stores are owned by the same people and the bikes are solely distributed by them it certainly won't be a "price match" in anything but name.

These bikes are exclusive to Halfords group.
Any "price matching" is highly dubious when both bike brand and alternative supplier are owned by Halfords.

Not entirely sure who this bike is aimed at and what country? Unless you are in Holland or somewhere very flat in the UK it's going to be very limiting.
But probably infinitely better than the BSO in supermarkets and Sports Direct and it's cheap enough for a runabout / OAP

some towns are very well catered for bikes, oxford in particular, where hundreds of bikes areparked at the university/city centre/university.

Norfolk, Suffolk, Lincolnshire......all very flat. Plenty of people live there too. Some even ride bikes.

It looks like they have price matched the deal I posted 3 days ago from Cycle republic ( Halfords where £160 then but you could get £10 off the £136 as a new customer from Cycle republic making it £126). But as its now sold out there this is the next best price I guess.
