Discounting them as the tab 3 a8 plus is due soon with full hd screen, and 3x faster benchmark ( according to YouTube) .
The new one will probably be £150 though.

I doubted possible via the conventional Hardware methods (eg. SIM Card in Device, etc?), unless of course your referring via Software methods instead (eg. Skype, ooVoo, and the like?, then ..... (or?)
I'm kind of half curious upon the explained method for this too mind?, lol. :-)

That's fantasy to convert this TB3-850F model to supporting a SIM! By the way the model which support telephone calls, SMS with a SIM is model TB3-850M. £150 for this model on eBAY
