I believe sometime around the widespread introduction of Denuvo DRM on PC games, from my entirely unscientific observation.
PC games are no longer cracked on day one and still can't be bought and sold used due to their digital nature (not that there's any technical reason a "used" digital licence key couldn't be bought and sold, we're just not "allowed" to). That's a pretty good recipe for higher prices across the board.
