Yes there is a key BUT i am strugglink to get it work. It's a game key but there is a redeem.exe on the disc which converts the game key to a Steam CD Key, and it does not work. Tried trough 3 days, always giving me server error.
So I wrote to square enix support, and i got an email saying i got a reply to my ticket, but there is no reply arrived to my email and you cant view the ticket online, only thing i got an email saying close the ticket if you happy with the reply.
So much headache!

I think this is a steamworks title, so most likely there will be a Steam key in the case to activate it with. The disks are there to install from, or contain the extra content, but are usually redundant in situations like this for most people as they just redeem the key and download through steam.

So I wrote to square enix support, and i got an email saying i got a reply to my ticket, but there is no reply arrived to my email and you cant view the ticket online, only thing i got an email saying close the ticket if you happy with the reply.
