the long load times were sorted out in one of the patches. There were only a couple.of.times when framerate dropped. but it was never an issue for me.
just buy it. Its one of the best games to be released on PS.

The load times are perfectly fine now.
As for the frame rate, I never had too much of an issue so don't know whether they are fixed or not...apart from the odd irregular frame rate delivery which has not been fixed.

As the last comment said, I have never noticed long load times even when fighting the Orphan of Kos for the fiftieth time, also this is the only "Souls" game I've played on a console that has not suffered from frame rate problems.
