Can these onsale/free apps be installed now it's Free, then be uninstalled and reinstalled again at a later date when they're no longer free/on sale. Like paid apps that are reduced then go back up to full price?

If you uninstall, they still display in "My apps & games" as "purchased" so you could just reinstall from there. Alternatively, extract the apk and save it to, for example, a laptop. You can then simple sideload it without an internet connection if you want to reinstall (remember to enable "Unknown sources"). If you would like step-by-step instructions for how to do this, please give me a shout.

Cheers, I know how to install apk's etc just wondered how it worked with the play store. So in future it's worth while installing all the sale/free apps then uninstalling them just in case I need them in the future, so I can get them for free (_;)

Don't bother. Optimizer apps are universally useless, and are usually detrimental to performance.
Also, obligatory reminder that free memory is a bad thing. The whole point of having RAM above the bare minimum is that it lets the system speed up operations by having data and code cached to memory, which is far faster than your phone's storage. When you 'free up' memory, you're just wasting it by forgoing the benefits it's meant to give you. Embrace the memory usage; let the Android system do its job.

i find some heavy processing apps continue to work in background and kill the battery. I usually use advance task manager to kill it. if Android did it's job it wouldn't allow that.

How do you figure?
A good operating system should allow tasks to run in the background, whether they be heavy on the CPU or not. If the OS were to forcibly restrict relatively heavy apps from functioning, where would that leave those of us who use things like GPS trackers, satnav, voice recorders, messenger apps, cloud storage syncing apps, and the like?
