While I understand folks wanting a bargain fare, as a New Yorker, I can tell you that Stewart Airport is a long way from Manhattan. My biggest concern would be how well staffed Customs and Immigration are going to be at an airport, that at the moment, only has a few flights a day to 3 places (Philadelphia, Detroit and Florida) - all Domestic Routes.
If Immigration only put on 2 or 3 staff, and a couple of flights arrive at similar times, you will have a long wait getting through US Immigration. Just be prepared - have some drinks and snacks with you, especially if you are with little ones.
From what I read, the plan is put on buses going from the airport to the Port Authority Bus Terminal , which is on 42nd street and 8th Avenue (West Side of Manhattan). Depending where your hotel is, this could be a decent location or a poor location. Fare will be $18 (I do not know if child discounts) one way. The bus will probably wait until it is full before you leave - so I would estimate from when you get your luggage (after your wait at Immigration), you are looking at a good 2 hours to New York.
If you are a family of 4 (2 adults, 2 children under 11) - I would recommend the following: Take a taxi from Stewart to Beacon Train Station (Train is called Metro North - Hudson Line). It's a 13 mile trip, pretty much all motorway and will take 20 minutes. I estimate $3/mile, so around $39 for the trip - that's an estimate though.
The Metro North train will take 90 minutes (of course it will also depend how lucky or unlucky you are with the wait time for the train). Fare is $16 per adult - but they do a FAMILY FARE where children only cost $1 each - so a family of 4 will cost $34. The train will take you to Grand Central Station (a great tourist spot in its own right), which is 34th Street and Park Avenue (East Side of Manhattan).
The train offers a scenic ride, as it follows the Hudson River for the first hour of the journey - sit on the RIGHT SIDE of the train.
There is no special place for luggage on these trains (it's a commuter train) - while the bus will no doubt have storage for luggage underneath - so that is something to consider.
Depending on how much time you are spending in New York - and the time of year you are travelling, it could be worthwhile to spend 1-2 days around the airport area and rent a car. Some very pretty country around these parts - and if you travel in Autumn, the colours of the leaves will be MAGNIFICENT.
If you want to be bold - the Canadian border is only a 4 hour drive heading towards Montreal (another hour) - some great places to visit (Lake George, Saratoga Springs, Lake Champlain). Going another direction, you are about a 6 hour drive to Niagara Falls. Some fabulous country along the way including the Finger Lake Region, which is New York State vineyard country - YEP, they make wine in New York !!
I have not paid attention to the flight times - but typically flights going back to Europe leave early to late evening - please allow ALOT of time to get back to the airport, as you will be travelling during the afternoon/evening commute - if going by bus, the tunnel to get out of New York can be brutal and very slow !! Again if taking the train, think about where you would put luggage on a crowded commuter train.
Something to consider if you are travelling as a group (say 8-10 people) is hiring a limo - it could be say $250, but that is $25 a person - not all that bad actually.

When I flew to Fort Lauderdale with Norwegian last year they wanted to see proof of a return flight when I checked in here, for some reason it didn't show on their system but fortunately I had a printout of the booking.
Not all airlines bother to check though, and I've never been asked for proof of a return ticket on arrival in the US, though it is a condition of the Visa Waiver Program, which is what most people enter the US under.

Amazing prices, when they announced them ages ago I thought it was would just be $69 from the US but more for the first leg. Shocked to see £69 each way.
Airports are a bit of a pain but lovely part of the States anyway, and really not that far from NY or Boston. I've no qualms of not having the extras expected on the traditional airlines. Can always pack some wraps and snacks etc before flying or buy a prepared meal in the airport.

You're correct in saying that you don't need an extra 6 months on your passport. You only need it to be valid for the duration of your stay. But - if it's running close, be prepared to explain to CBP why you haven't renewed it (especially if it's really close to running out).
Also - as somebody who has travelled ALOT to the US visiting my previous other half, turning up with a one way ticket (even if you have , a close to expiry passport and no checked baggage is asking for a secondary inspection. Especially to the person who said they were now looking for cheap domestic flights to LAX, be prepared to show hotel bookings, event tickets, and evidence (not just intention) of a return trip, or you'll find yourself stuck in a room waiting to be questioned or on the next flight home (remember travelling under the VWP you also waiver your right to appeal).

You would need to take a taxi from Stewart Airport to POUGHKEEPSIE - which is a 26 mile trip. The train to Montreal will make a stop at Poughkeepsie. It is a VERY VERY slow train to Montreal - I know that from New York City, it takes TEN hours (and its only 350 miles), So I am guessing from Poughkeepsie around 8 hours. By November the Autumnal colours will have finished - and there is a reasonable chance of snow - also, you may find that most of the trip is at night, as sun sets early in November. The train takes you through New York's SKI area - in fact the 1980 Winter Olympics were held in Lake Placid - which is along this route.
If you are planning to visit Niagara Falls (you mention Buffalo - nothing to see there by the way) - you may find flying back to New York from Toronto is just as fast first having to get to Buffalo and then to Buffalo Airport, which is about 20 miles outside of Buffalo. I went to University in Rochester, NY which is 60 miles from Buffalo - so am quite familiar with this part of NY State.

The advice from bma1445 is excellent. DO NOT TRAVEL to USA with a one way ticket. I am a US Citizen living in UK, and just happened to be travelling to NYC on the first day of the Travel Ban - as it happens, for the first time ever - I got detained and questioned. Seems they were having issues matching my passport photo image and the photo they were taking of me on the day. My point is that Immigration is being VERY SENSITIVE these days. Showing up with a One Way ticket is just begging to be questioned and detained - DONT DO IT !!

Hotels in Manhattan are very expensive - there are of course special deals that pop up - and you can always try bidding on Priceline. There are hotels in the outer boroughs (counties) Queens and Brooklyn, as well as places across the Hudson River in New Jersey. I would NOT RECOMMEND these options, as you tend to waste a lot of time travelling into and out of Manhattan.
There is ONE EXCEPTION that I can recommend - and that is the Hilton Newark Penn Station. This hotel is connected, via an enclosed walk bridge, to the main train station in Newark, New Jersey. There are many trains between Newark and New York Penn Station (YES - BOTH stations are called PENN Station, as before the days of Amtrak this railway was owned by PENNSYLVANIA Railroad). The trip into New York takes 25 minutes - I took a quick look and say 4 nights in October was costing around £500 - which is VERY VERY good value for New York.
Newark itself is not much of a city - with one exception, an area relatively near the hotel called Ironbound Section. This has a large number of Portuguese restaurants (this area of Newark has the largest Portuguese community in USA) - some nice places, big steaks, and decent value.
RE: A car - no you do not want to have a car for New York City. Use the subways and buses. Note the Uber in New York City is not as good value, I find, as in say London. If you need to use a taxi, just use the normal Yellow taxis.

Yep, I've been chucked into secondary a couple of times now (multiple visits, and the moment you mention "partner" it's a red flag), and it's certainly not fun.
My main advice would be to print everything off and keep it in your carry on. And I mean EVERYTHING. A copy of your esta, a photocopy of your passport's photo page in case you lose it, all tickets for rental cars/flights/trains you have planned (making sure there's no "broken" links), even tickets for events/attractions you've booked. Don't rely on your phone to show them, and basically be prepared to show evidence of your every planned move in, and back out of, the states. Have things like your work ID card on you, your bank and credit cards (so you can pay your own way), and stuff like that. Basically, in the worst case scenario, enough to prove you're a visitor and you have ties home (the onus is on you to prove this, remember they operate on an "everyone is an illegal immigrant unless they prove otherwise" policy).
It's a bit of a tough subject with the whole race thing at the US border, but I'm a white British citizen, and I've had trouble there. Things get trickier if you hold dual citizenship with other countries.
While it seems like overkill, especially these days, CBP are being extremely vigilant to anything unusual, and two one-way tickets are unusual and will attract attention (the vast majority of people will book a return flight, only a tiny percentage will book a one way, rental car, then another one way). 20 minutes of prep-time/printing stuff out will possibly save you a hell of a lot of hassle at the border (something I've learned the hard way in the past). I've done it, flying into Kansas City and out of Tulsa, but it was on one "multi-stop" ticket, not two one-ways, and they did pick up on the different arrival and departure airports.
Edit: to give you an idea of how in-depth they can be, one question I was asked was "why have you only packed 7 t-shirts for a 3 week trip?". Because I was staying at my partners (who they called to verify), but that's how in-depth they can be if you do get called into secondary.

I would not travel outside the EU one way, even in Singapore I was (politely) questioned why I was flying in and out on different airlines on one way and (un-synced returns), with the final showing up as arrival only - so as I explained I logged into my BA & Qantas accounts that showed infact on Oneworld I indeed did have returns - 5 different legs (Hong Kong/Mel/Sydney) on different Oneworld partners after arrival and a one way from SIN to London that was a points booking and about 60000 Qantas points ready to cash in with more coming from the upcoming flights. The asked why I had so many & I told them I saved 40% booking my flights after the exchange rate using SIN as a hub after flying back there with Tiger Airways oneway.
Immigration apologised as they just saw all these different airlines and returns not syncing up and they had no access to Oneworld booking, prob thought I was a mule or something? Just a money saver :laughing: Took no more than 3 minutes to explain & show as they scanned & checked my baggage and off I went to my UK bound flight (outgoing) flight for a short holiday home.
As others have said, use maximum common sense in planning & proof, not only are you being delayed valuable time but immigration services time & money is being wasted from the real job of stopping criminals, as everything (most) in life be pro-active not reactive esp when visiting other countries.

SIMPLY: Travelling US to Canada by land - have print outs of both inward & outward US flights crossing into Canada & back into the US with your passport for immigration on both sides of the border.

From what I read, the plan is put on buses going from the airport to the Port Authority Bus Terminal , which is on 42nd street and 8th Avenue (West Side of Manhattan). Depending where your hotel is, this could be a decent location or a poor location. Fare will be $18 (I do not know if child discounts) one way. The bus will probably wait until it is full before you leave - so I would estimate from when you get your luggage (after your wait at Immigration), you are looking at a good 2 hours to New York.
If you are a family of 4 (2 adults, 2 children under 11) - I would recommend the following: Take a taxi from Stewart to Beacon Train Station (Train is called Metro North - Hudson Line). It's a 13 mile trip, pretty much all motorway and will take 20 minutes. I estimate $3/mile, so around $39 for the trip - that's an estimate though.
The Metro North train will take 90 minutes (of course it will also depend how lucky or unlucky you are with the wait time for the train). Fare is $16 per adult - but they do a FAMILY FARE where children only cost $1 each - so a family of 4 will cost $34. The train will take you to Grand Central Station (a great tourist spot in its own right), which is 34th Street and Park Avenue (East Side of Manhattan).
The train offers a scenic ride, as it follows the Hudson River for the first hour of the journey - sit on the RIGHT SIDE of the train.
There is no special place for luggage on these trains (it's a commuter train) - while the bus will no doubt have storage for luggage underneath - so that is something to consider.
Depending on how much time you are spending in New York - and the time of year you are travelling, it could be worthwhile to spend 1-2 days around the airport area and rent a car. Some very pretty country around these parts - and if you travel in Autumn, the colours of the leaves will be MAGNIFICENT.
If you want to be bold - the Canadian border is only a 4 hour drive heading towards Montreal (another hour) - some great places to visit (Lake George, Saratoga Springs, Lake Champlain). Going another direction, you are about a 6 hour drive to Niagara Falls. Some fabulous country along the way including the Finger Lake Region, which is New York State vineyard country - YEP, they make wine in New York !!
I have not paid attention to the flight times - but typically flights going back to Europe leave early to late evening - please allow ALOT of time to get back to the airport, as you will be travelling during the afternoon/evening commute - if going by bus, the tunnel to get out of New York can be brutal and very slow !! Something to consider if you are travelling as a group (say 8-10 people) is hiring a limo - it could be say $250, but that is $25 a person - not all that bad actually.

I honestly can't see them holding these prices, it's ridiculous.
My wife always wanted to go Christmas shopping in New York.... so I'm sending her with her sister!
Not all airlines bother to check though, and I've never been asked for proof of a return ticket on arrival in the US, though it is a condition of the Visa Waiver Program, which is what most people enter the US under.

Airports are a bit of a pain but lovely part of the States anyway, and really not that far from NY or Boston. I've no qualms of not having the extras expected on the traditional airlines. Can always pack some wraps and snacks etc before flying or buy a prepared meal in the airport.
decent price, but I prefer Thomas cook if a cheap price comes along they often do promotions £199 boston or £299 san Fancisco that includes bags or meals, plus atol protected the flights.

Londoners pay 4x as much, as per usual. Still a better ratio than the disgustingly expensive houses here.

Also - as somebody who has travelled ALOT to the US visiting my previous other half, turning up with a one way ticket (even if you have , a close to expiry passport and no checked baggage is asking for a secondary inspection. Especially to the person who said they were now looking for cheap domestic flights to LAX, be prepared to show hotel bookings, event tickets, and evidence (not just intention) of a return trip, or you'll find yourself stuck in a room waiting to be questioned or on the next flight home (remember travelling under the VWP you also waiver your right to appeal).
You would need to take a taxi from Stewart Airport to POUGHKEEPSIE - which is a 26 mile trip. The train to Montreal will make a stop at Poughkeepsie. It is a VERY VERY slow train to Montreal - I know that from New York City, it takes TEN hours (and its only 350 miles), So I am guessing from Poughkeepsie around 8 hours. By November the Autumnal colours will have finished - and there is a reasonable chance of snow - also, you may find that most of the trip is at night, as sun sets early in November. The train takes you through New York's SKI area - in fact the 1980 Winter Olympics were held in Lake Placid - which is along this route.
If you are planning to visit Niagara Falls (you mention Buffalo - nothing to see there by the way) - you may find flying back to New York from Toronto is just as fast first having to get to Buffalo and then to Buffalo Airport, which is about 20 miles outside of Buffalo. I went to University in Rochester, NY which is 60 miles from Buffalo - so am quite familiar with this part of NY State.
There is ONE EXCEPTION that I can recommend - and that is the Hilton Newark Penn Station. This hotel is connected, via an enclosed walk bridge, to the main train station in Newark, New Jersey. There are many trains between Newark and New York Penn Station (YES - BOTH stations are called PENN Station, as before the days of Amtrak this railway was owned by PENNSYLVANIA Railroad). The trip into New York takes 25 minutes - I took a quick look and say 4 nights in October was costing around £500 - which is VERY VERY good value for New York.
Newark itself is not much of a city - with one exception, an area relatively near the hotel called Ironbound Section. This has a large number of Portuguese restaurants (this area of Newark has the largest Portuguese community in USA) - some nice places, big steaks, and decent value.
RE: A car - no you do not want to have a car for New York City. Use the subways and buses. Note the Uber in New York City is not as good value, I find, as in say London. If you need to use a taxi, just use the normal Yellow taxis.
My main advice would be to print everything off and keep it in your carry on. And I mean EVERYTHING. A copy of your esta, a photocopy of your passport's photo page in case you lose it, all tickets for rental cars/flights/trains you have planned (making sure there's no "broken" links), even tickets for events/attractions you've booked. Don't rely on your phone to show them, and basically be prepared to show evidence of your every planned move in, and back out of, the states. Have things like your work ID card on you, your bank and credit cards (so you can pay your own way), and stuff like that. Basically, in the worst case scenario, enough to prove you're a visitor and you have ties home (the onus is on you to prove this, remember they operate on an "everyone is an illegal immigrant unless they prove otherwise" policy).
It's a bit of a tough subject with the whole race thing at the US border, but I'm a white British citizen, and I've had trouble there. Things get trickier if you hold dual citizenship with other countries.
While it seems like overkill, especially these days, CBP are being extremely vigilant to anything unusual, and two one-way tickets are unusual and will attract attention (the vast majority of people will book a return flight, only a tiny percentage will book a one way, rental car, then another one way). 20 minutes of prep-time/printing stuff out will possibly save you a hell of a lot of hassle at the border (something I've learned the hard way in the past). I've done it, flying into Kansas City and out of Tulsa, but it was on one "multi-stop" ticket, not two one-ways, and they did pick up on the different arrival and departure airports.
Edit: to give you an idea of how in-depth they can be, one question I was asked was "why have you only packed 7 t-shirts for a 3 week trip?". Because I was staying at my partners (who they called to verify), but that's how in-depth they can be if you do get called into secondary.
That's on a European passport anyway.
