The device would need the right drivers (plug and play just means they use a driver that's pre-installed on a lot of OSes) and ideally a USB 3.1 device, most android phones and tablets top out at USB 2 or 3.
So, yes, but if it stumbles at requirement 1 it won't work, if it stumbles at requirement 2 you'll get reduced performance (still over 100mbit/s probably).

No USB hub? I'd rather get one with a standard USB A plug and an adaptor for a similiar price.

Handy, I may get one for the sake of it. USB3 works fine for gigabit ethernet from my tests on the cheap sub £5 I got from CPC but this will allow me to use either port on my ultrabook
