I think it is you who may be misunderstanding what is being implied ... simple market factors like supply and demand predominantly dictate the price of marginally costed products (e.g. downloadable games) - given this the retailer generally sets the price in a window where people are willing to buy it. If enough people buy then the price stays the same or incrases. If less people buy then the price steadily drops until people buy again.
Given that this is still around £20 tells me that enough people are still buyiung into it at this level. Your wish for it to be sub £10 is irrelevant.
Hence your comment of "This is still way too expensive." does not make a lot of sense as a general statement. However, if you clarified it to say "This is still way too expensive for me to buy into it just yet" then we would have all understood your position, thanked you for your insightful analysis and gone on our ways happy that the world is still spinning ...

For a steam key this price would be a bargain. Still a good deal for rockstar key. Rarely goes below this price.

Crazy talk - why should the value of the product increase because it has a second layer of DRM rather than just one? Even the Steam key requires you to register with Rockstar.
Just add it to your Steam Library and launch from there to still use the overlay if that is what you are after?
