By law yes, but from a safety point of view no. Your daughter would be much safer moving to a bigger rear facing seat instead of a forward facing one.

It's a Group 1 seat (weight range 9-18kgs) For a newborn you need a Group 0+ seat (weight range 0-13kgs).

Is this the stage 1 car seat?

We had a couple of these for our 2 growing up, the seat has a narrow footprint which works brilliantly in cars with narrow or bucket seats. The fit was rock solid, you could push it maybe an inch or so either way, makes a mockery of anything else we've had.
