Are you referring to every piece of DLC ever created? I guess that could also apply to pretty much every video game created as well.
Unless you apply a value to 'fun', then I've never had a ROI on any game I've ever bought.

Of course, if you go count 'fun' as being part of your return, then I guess there is bound to be someone that gets some fun out of avatar accessories or other cosmetic in game items. It might not be for you and me, but they wouldn't keep making this stuff if no one enjoyed it in someway.
