With USB-C, you can use a USB-C to USB-C cable, OR a USB-C to standard USB-A cable. It then just depends what the plug (or in this case Anker port) can handle. So the blue one on this device would take a USB-A to USB-C cable, which will quick charge your USB-C device.

My partner has the Pixel which charged by USB-C.The cable that came with it is USB-C to USB-C, so I would assume that the picture is wrong. There should be one USB port less, replaced with a USB-C port

is that cheap? got a 6 port double QC 60W aukey one the other day for a tenner less
usb-c i thought was just a standard usb socket for charging that takes 3A? if port is usb and supplies the voltage then...?
though looking at another charger it does look different so bit odd!

USB C is just a connector, but there are associated specs that mean you can pass a lot of different things over that connector, in the same way that a regular USB 2.0 port can be used for cameras, networking, media players, usb drives, printers, providing power, external monitors etc.
In this case you've got the quick charge 3 protocol running over USB-C (though it can also use USB-A). It'll negotiate between the device and the charger to run more than 5V over the power pins. Note that this method's on the way out as the USB Implementers Forum (the people who made it and use it) ban changing the voltage on those pins, with good reason, a faulty charger could fry a device if it's expecting 5V but gets 20V. USB Power Delivery is the recommended standard and Quick Charge 4 will be compatible with this (in fact it'll pretty much be this).

Yes it does, the blue port is for QC3 used by the USB-C connector.

Amazon either put wrong image or wrong description. This one from the picture clearly doesn't have usb c port. I got the same email as well.
