That's correct. Currently the law only considers redistribution an offence. So file sharing etc is illegal.
I wasn't disagreeing with the principle of kodi - I've been using it for at least 5 years - just that it was not a sound reason to consider this deal cold. For one thing, kodi doesn't allow you to give this as a gift because that would obviously conflict with laws around redistribution.

Why do you need to own it? I'm not advocating stealing BTW. My understanding is (and correct me if I'm wrong) downloading content is illegal but streaming currently is not?)

Ridiculous! You could pronounce every deal cold because you could steal it off someone and pay nothing. Kodi is an option for sure but it's not as reliable as owning it.
