Yes it will, all 3.5" drives require external power supply as they require more juice to spin the mechanism, only the laptop drives (2.5") and SSD's will run off usb, although some laptops (could be the older models) may not have enough to power the drives and may need to use the secondary cable that plugs into another usb port to provide additional power.

For what it's worth I own 4 of these drives and they are great USB3 performers. They are faster than the portable USB-powered versions. I know because I have both and I've tested them. The best price I ever saw them was Amazon over a year ago at £90. I guess prices are increasing for one reason or another!

Think you may have misunderstood that article. It refers to bare drives that have been pulled from an enclosed model (possibly this one). For some reason, bare drives are more expensive than buying them in plastic enclosures.
The voided warranty issue refers to the people buying the pulled drives.

be cateful with xbox, sometime the drives tbat have there own power can take a secomd to wake from sleep. this is long enough for the xbox to think the drive is missing or damaged and drop the drive. its not a big issue as it will read it again but can be very annoying.

Personally, no matter how cheap it gets, I wouldnt buy it, because it IS a Seagate drive inside, and I have had no end of dead ones, some within warranty - which Seagate have then refused to honour.
In the last 12 months I have had FIVE Seagate drives fail, none of them very old and one only 16 months old and with less than 20% capacity usage; it was sent back under warranty (recorded delivery), but no replacement sent by Seagate because I didnt use their impossible to source packaging requirement.

This is the drive I have connected to my Xbox one. Been plugged in for about a year now and has only gone wrong once (turned power off and restarted, all fine). Great drive for the money in my opinion.

Never trust the description on their site. This is a 3.5" external drive and requires an external power source. Will not work off USB power. One of the Q&A even confirms this.
From the Seagate site:
