From memory, on Steam Link, you need to come out of Big Picture Mode back to the Link's main settings page (not Steam settings) and pair new Bluetooth controllers from there. There some more help here:
Damn, bought the white one for £45 from argos yesterday...

Buy the cheaper white one from Tesco, make sure it's sealed. Then take that back to Argos with receipt for refund

These controllers are nice, the bluetooth sometimes works with my pc and sometimes it just randomly stops working so a bit pain but the blue one is a real nice colour.
Just modded my one so it has the elite style thumb stick and changed buttons and things. It's a shame they changed the front shell to include the cover over the home button as I think the original controllers look better with that being seperate.

Will this work for an Xbox one that was bought about 2 year ago? Sorry if this is a silly question, I don't have any idea about the Xbox and this would be for a present

So EVERYONE knows. The description says ". It also features Bluetooth® connection for streaming on Windows 10 devices".
Which is the latest version of the controller (the one that comes with the Xbox One S) and compatible with a PC that has Bluetooth.
