I'm sorry, but you don't know what you are talking about. When battery is fully charged and the device is still plugged in it just runs of the mains. No battery usage at all, until you unplug it. Plus it's li-ion battery, it loves to be fully charged.

The Li-ion battery will have been charging 24/7 for months while on display, which is extremely bad for it and will have significantly reduced its lifespan. Just so you're aware.

The picture shown is from a Surface Pro 3 which was relased in Oct 2013.
Personally I would save up and go for a 3 or 4 (because of the screen size, those are 12" instead of 12" for the Pro 2 + more recent device)

Operating temperature. Surface is designed to work between 32°F and 95°F (or 0°C to 35°C). Lithium-ion batteries are sensitive to high temperatures, so keep your Surface out of the sun and don’t leave it in a hot car.
Recharge any time. The battery doesn’t need to be empty or low before you recharge. You can recharge the battery whenever you like. However, it’s best to let the battery run to below 10 percent at least once per month before you recharge it.
So it appears leaving it charging, will potentially shorten it's like, if only from the fact a constantly on surface will get warm depending on what's running may even get hot (certainly hot enough to damage a lithium battery if close to the heat source), and the battery is never going to be conditioned. Though it doesn't seem to be as bad as the old laptops that get used as desktops and despite never being run on batteries, the battery still wears out.

I got a brand new SP1 (very similar device) 3 years ago for cheaper than this via HUKD which is still going strong but for that money now you'd be better picking up a 2nd hand SP3 or save a bit more for the SP4 (or an Asus Transformer Pro etc).

Lithium Ion batteries degrade slowly with age anyway, whether they're used or not, deeply cycled or not. I would expect these, even if they had been taken great care of, to have lost a third of their battery capacity being over two years old.
And because Surfaces are hard or impossible to repair, I'd not touch one with only three months warranty.
At this price I'd expect to get the keyboard and pen!

I would certainly not write off the comments regarding battery condition. It is widely known that Li-ion batteries are most healthy when kept between 40-80%. Therefore constantly being at 100% for 2 years will definitely have a noticeable effect. Not too the point where they're not usable though.
