I purchased the Complete version from xbox store..which obviously turned out to be incomplete.

The Killer Instinct base game that is available to download for free on the store which includes all game modes and 20 stages but only one playable fighter I think is classed as season 1. If you have Xbox Live Gold between those dates I mentioned then Season 2 will be given away free which is an extra 16 playable fighters. In total there is 26 fighters so Season 3 so far must be an extra 9 or 10 fighters.
I find it a little confusing myself lol but in conclusion you should be able to be playing Killer Instinct with 17 fighters by 16th of January without spending a penny if you have Xbox Live Gold. All you will be missing is the 9 or 10 fighters from Season 3 but I hope I am correct the way I have understood it. Also going back to the classic games I am not 99% sure as might need to research that more.

The free version you can install from the store, does that include season one? If not, would I need season 1 to get the the free season 2?

For someone who was a massive fan of the classic Killer Instinct and don't own anything on Xbox One, would this be the best/cheapest way to get everything Killer Instinct has to offer?

Yes this includes everything so far so £14.99 is a great deal. No doubt new content will be added in the future. Another thing to consider is if you have Xbox Live Gold there is a rumour that next months free games include season 2 of Killer Instinct. You might be happy with what this gives you considering it is free then decide if you want the extra content in season 3.

Just an update... Season 2 has been confirmed as one of the free games with Xbox Live Gold from the 16th of January until the 15th of February.

I think the classic games are given free with season 1 and 2 so you don't need season 3 or this definitive edition just to play them. I am not 99% sure about this so might need to research it more but I am almost sure I remember trying the classic games just quickly in the early days of having an Xbox One.

The digital version of Definitive now works on PC/Win 10, but you would need to buy that from the XBox/Windows store.
Some retailers sell the digital code on a card.

They've kind of annoyed me with the seasons. Paid £32 per season for first 2, would like a discount on digital purchase of 3rd... £96 seems a lot, when you can get it all for £15!

you beat me to posting up this deal,was initially going to go for the base game killer instinct for £4.99,but just realising you get so much more with the definitive edition,£14.99 a bargain,cheapest anywhere atm & not all stores stocking this game,so I don't see it being much cheaper than this in the future
