Kidsafe volume limiting headphones, found them in Trolls, Avengers and DC Superhero Girls styles, there may be other styles in different stores!

no, ear defenders block out external noise to protect kids ears, these are headphones to use with electronics but they limit how high the volume can go so kids don't end up with tinnitus etc
