Ive got a laptop with an i7 processor but integrated graphics card. Would i be able to play this at a steady frame rate at a lower resolution? Ive always been tempted to get this game...

Which CPU though as they vary greatly.
Also a great game I played the xbox version when I had ea access on it, completed the primary campaign story-line but probably worth playing again or going back and doing the side quests.etc

That's like asking if an Nvidia graphics card will run it. What is the i7 processor model? You can find it in "System" on windows.

Ok so i have the i7-6700HQ CPU @ 2.60GHZ and a 64 bit operating system.

That CPU has Intel HD Graphics 530. Minimum required GPU is:
Nvidia - 8800 GT
AMD - Radeon HD 4870
According to this your integrated graphics is equivalent to:
Nvidia - 8800 Ultra, 9800 GTX, 9800 GTX+, GTS 250, GTS 450
AMD - HD 3870 X2, 4850, 5750, 6750, 7750 (DDR3), R7 250 (DDR3)
So it should work OK but be prepared to lower the graphics settings.

Gamerofgames - you probably have something like the intel HD5600 integrated graphics card in which case you will not be able to run it well at all - see what the HD5600 can do below at various resolutions:- scroll down to Dragon Age - you need 30fps to make it playable at the very least.
