The mod is still free. You can download it from the Black Mesa homepage [http://www.blackmesasource.com]. The decision to have a retail release was announced back in 2013 [forums.blackmesasource.com], after permission was given by Valve. The news of this was syndicated through various gaming news websites as well.
The Steam release is not the same as the mod (this is not a "paid mod"), it is infact a Standalone release on its own customized Source Engine, referred to by the developers as the "Franken-Engine," as it consists of the various releases of Source over the years from different games.
