yes it can but you would be far better off with the Moto E from o2 store at £69.99.

Bargain for a decent phone I've owned.

Not entirely true. The 640 has a vastly better camera than the Moto E. WhatsApp on Windows Phone is also actually ahead of both iOS and Android in development...(they seem to be using the platform as a way to roll out new features).
Call quality is best in class, and the email app on W10 is vastly better than what is on the Moto.
Windows Mobiles shortcomings are only evident when you go beyond the core apps (which it sounds is unlikely to happen in this instance).
The 640 is the better option (assuming it is the 1GB RAM variant. The 512MB one isn't eligible for the W10M upgrade)

Hot deal. Just a shame it comes in orange , don't these have interchangeable back plates actually ?

Yeah, I was thinking the same, but as you say, you could get a different coloured back cover replacement. Or, a separate case to cover it up - those thin, oil-coated, rubberised hard cases wouldn't add much bulk (I use one on my super-slim Huawei P6). Examples below...
I am using O2 on pay as You go, so just payed 49.99£. I think sim card with selected tariff will be included, to activate plan You would need just to top up.

Good phone for the battery life.
Downside is that Microsoft has rumoured the Lumia range will be coming to an end. It's this very reason I have not purchased this handset.
Whatsapp works fine for the basic of applications.

The Lumia line is already finished. But the development of the OS continues (and the firmware updates).

I am writing this on an android phone, changed from windows at last upgrade. Biggest mistake ever. Android has more aps for kids but the windows OS and integration with PC's is so much better. Email, calendar, camera, sat may all blow android into the weeds.

Isn't it free to unlock o2 phones or is for monthly contracts only? As it wasn't unlocked.

Got this phone as a spare backup,it's the 1gb ram variant. Can be upgraded to w10 if you download the windows10 upgrade advisor from the app store, although I haven't updated yet

Even though it's PAYG, being secondhand it could come unlocked. If not, a £6 unlock code can be had off eBay (cheapest I could find at present).
