Well it does, poorly worded but £2.60 isn't the delivery cost, if you spend £2.60 or more on something else, you will get free delivery.

It kind of does. Orders over £20 get free delivery. So add £2.60 to achieve it. Not saying there is anything you want to add to your basket for that amount, but as strange as the sentence sounds, it's not as daft as you're making it out to be.
