Why just work out cost per sheet.
Sheets per wipe is also important.
Thinner, less robust paper needs more sheets to combat finger poke-through. No one wants finger poke-through, well some might, but we don't shake hands with those people.

Works out £0.31 a roll. I normally use Home Bargains loo roll £2 for 9 or £3.99 for 18. Works out 0.22 a roll. But 200 sheets (velvet) v 170 v (nicky) works out 0.22*40=1496 v 0.31*200=2480.

Amazon has become my regular for many things for a while now. Nappies, wipes, loo roll, air freshener refills.. bulky stuff delivered for less than the supermarket.
Just got to keep an eye on the prices as they go up and down daily.

Shouldnt it be 31p a roll (200 sheets) vs 22p a roll (170 sheets) so price per sheet would be:
31/200 vs 22/170
= 0.155p per sheet (velvet) vs 0.129p per sheet (Nicky)
Which will still put the cheap home bargain bog roll at a better position, but I doubt its as good quality. This deal is hot.
I'd probably go an spent 8 to 9 quid on 18 rolls so 40 rolls for 12 quid seems a good price to me.
