The cost of a car is not the list price, it's the difference between the purchase price and the price when you sell it. If you bought this car, kept it for 5 years, then sold it for £15k, the cost is £3k per year.
If however, you bought a different car for £16k and after 5 years it was worth £1k - which is pretty common, (disregarding the cost of servicing and repairs), it costs exactly the same.
The only difference is the cost of financing the initial purchase. If you can get a low enough interest rate, the actual TCO (Total Cost of Ownership) of a £30k car, can be little more than a £16k car, plus you get the added benefit of driving a fantastic car for 5 years!

No, you would pay more like 15-18k depending on what your pcp payments are and then at the end of the 3 year term you have the option to hand the car back or buy it for whatever the GFV (Guaranteed future value) was set at for example it could be 15-16k. You could also used the initial deposit to get a new car.
