It doesn't say on the product page, but it includes the Minerva's Den DLC. When I activated on Steam, it said "Bioshock 2 + Minerva's Den DLC", and I can confirm that is what has appeared in my game library. Bonus!

BioShock: The Collection launches on PlayStation 4 and Xbox One this week. It includes BioShock 1, 2 and Infinite plus all single-player DLC, including the excellent Minerva's Den expansion for BioShock 2 (if you already own Minerva's Den on Steam, the remastered version will automatically show up in your Steam library as a separate game). Steam owners will get upgraded for free this Thursday, 15th September.

Wonder if, you aint got Minerva's Den when the remaster comes out, and you dont get it for free, if you then go buy it, you then get Minerva's Den remastered free, or you have to have it before the remaster date 13th.

It not "very good", it's amazing beyond words. It's actually the best single player DLC that's ever been produced.
Now that is a scientific fact - there's no real evidence for it - but it is scientific FACT.

There's a certain amount of (as-yet unresolved) uncertainty given the wording of the announcement, but most likely you'll need to have purchased Minerva's Den to qualify for its upgraded version.
