I had assumed it would simply be a case of calling co-op, being refunded £129.99 and swapping the orders. Any sane person would think this is possible.

Exactly, they can't just issue a new voucher, it would have to be set up with ebay/paypal in advance first. If they refund you manually the amount they are probably losing the money as I doubt eBay would reimburse them for anything but the pre-arranged promotion...
