It's definitely poo. If you want to be technical, Unicode describe the emoji (U+1F4A9) as 'PILE OF POO' and helpfully comment that it is 'dog dirt', but 'may be depicted with a smiling face'.

I think they're cute. I wouldn't go out to get one but if I was out and saw one for £1 i'd probably get my son it to go in his room on the shelf with Kenny and the toilet money box (it's low level flush shaped, you put the coin in the bowl and flush it. There are sounds effects.)
